When it comes to workplace change management in the work place or around work practices, I am a firm believer that their is never to much consultation.
However, there does need to a be clear line drawn in the sand that when decisions have to be made on operational issues within a well communicated new work environment, then often to much consultation can make a very simple job difficult and provides stakeholders with a means to take advantage of their power to make decisions, yet their actions will impact on other people and often the core principles of ABW or agile working.
An example of this was locker allocation on a recent project. Something simple which a good in house FM could assist with and could be closed out within two hours, was provided back to the delegates from the departments who consulted with their peers, allocated lockers outside the assigned neighbour bank and then was left to the project team to remove duplicate allocation and allocations within the wrong side of the floor.
Key here is consult early on the principle and then bring the decision making back within the team for ease and to ensure hours were not lost ironing out issues when people did not understand the basic principles behind why they were offered what they were.
